평안북도 곽산군 곽산읍에서 동북쪽으로 약 3km 떨어진 능한산에 있눈 석성이다. 고구려시기에 처음 세워졌으며, 고려와 조선에 이르기까지 여러 번 고치면서 사용되었다. 산성은 4각추형태의 다듬은 돌로 벽돌을 쌓듯이 구축한 포곡식 석성으로 둘레가 2.8km에 이른다. 산성의 높이는 5~6m, 하단부의 너비는 6m이다.
